Cyprus's Business Registry (2026 Update)

Cyprus’s free registry gives you free basic entity data, but shareholder information is buried in PDFs, often in two languages, and there is no operational route for persons with a legitimate interest to access beneficial ownership information. The Kyckr team accessed the registry on 11 September 2026 to understand its quirks.

What Is the Cyprus Company Registry? 

The Registrar of Companies maintains the official record of Cypriot companies and partnerships, searchable through the e-Search service at companies.gov.cy. It covers entity status, registered office, officer history and the filing archive behind each entity. A separate beneficial ownership register exists in law but has no working route for persons with a legitimate interest. Kyckr provides live access to Cyprus company data and official documents without the account creation, timed baskets and manual downloads described below.

Entity Types in Cyprus 

The Registrar splits the register into five organisation types. The prefix is part of the registration number rather than a label, so ΗΕ12593 and Σ12593 are unrelated entities. 

• ΗΕ (HE), Ημεδαπή Εταιρεία: domestic company, private or public, with the subtype field indicating which.

• ΑΕ (AE), Αλλοδαπή Εταιρεία: overseas company, meaning a registered branch of a foreign entity rather than a separate legal person.

• ΕΕ (EE), Εμπορική Επωνυμία: business name. No accounts and no UBO filing where the owner is a natural person.

• Σ (S), Συνεταιρισμός: partnership, general or limited. The Registrar's English calls it a partnership, though third-party datasets translate the same records as cooperatives.

• BN: old partnerships, a closed legacy category.

European companies and European Economic Interest Groupings sit in the Registrar's database but outside these five types and the bulk datasets.

Remember: Greek Eta and Latin H are different characters, so a number copied from a Greek filing can fail in a Latin-only field. Aggregators transliterate, and Σ5014 appears elsewhere as S5014.

What Data Is Available?

Cyprus’s registry offers lots of company information, but ownership data is buried in PDFs.

• Basic (free, no login): name, registration number, entity type and sub-type, name status, registration date, status and status date.

• Officers: director and secretary names, in Greek or English depending on how they were filed. Removed once an entity dissolves.

• Shareholders: shareholder data is buried in annual returns (HE32).

• Registered office: filed on Form HE2, again in mixed Greek and English.

• Filing history: the 'Service Description' panel lists every document submitted, with dates. The HE32 archive holds historic annual returns.

• Beneficial ownership: despite a legal change in March 2026, no working route for persons with a legitimate interest exists.

How to Search the Cyprus Company Registry

Step 1: Open e-Search

Go to the eServices page on companies.gov.cy and click 'e-Search'. No login is required to search. 

Step 2: Search by Name

Type a company name and press 'Enter'. Be as specific as possible: a search for "tech" returned an error stating that over 200 records were found and the criteria needed changing. Entering a new name does not fix this, because the portal reverts to the original search every time. Click 'Search' in the top-left bar to reset.

Step 3: Review the Results

Results list companies by name, registration number, type, name status and organisation status. Click through to the entity profile.

Step 4: Read the Entity Profile

The 'Organisation Details' tab carries the basic record, but little else. 'Service Description' at the bottom shows what has been filed and when, and 'Preview File Documents' shows what is available to order. On 11 September 2026, that meant a compliance declaration, memorandum and articles of association, certificate of incorporation, Form HE2 and Form HE3.

Step 5: Create an Account and Order

You cannot order from the entity profile. Create an account (an email address and password are all it takes), click 'Study File' in the top-left bar and log in. Search by registration number, select the entity and click 'More Details'. You cannot pick a single document; everything goes into the basket. Submit, then pay €10 within 90 minutes or the basket is deleted.

Available Documents

Form HE32, the annual return, is the document to order for audit trail purposes. Its archive gives you officer and ownership history across successive filings, which matters on a register that deletes officer data when a company dissolves.

• Compliance declaration: confirmation of filing compliance.

• Memorandum and articles of association: the constitutional documents.

• Certificate of incorporation: proof of legal existence and registration date.

• Form HE2: the registered office filing.

• Form HE3: the register of directors and secretaries.

• Form HE32: historic annual returns.

Documents are never emailed. You download them from your workspace, and the confirmation email states that orders remain there until 11:59 pm local time the following day before deletion. Download in the same session rather than trusting that window.

APIs and Open Data 

Cyprus doesn’t offer an API that enables direct, live access to its registry. However, it does publish free-of-charge monthly bulk datasets on the National Data Portal. There are three datasets of note: registered addresses, registered organisations, and registered officials. Shareholder data, however, isn’t available.

Cyprus’s Beneficial Ownership Register 

Local Cyprus-based obliged entities and competent authorities get direct access to Cyprus’s beneficial ownership register. In March 2026, Law N. 25(I)/2026 opened the register to persons with a legitimate interest, in line with AMLD6. This includes non-Cyprus obliged entities, journalists, and members of civil society. 

When the Kyckr team tried to access this by proving our legitimate interest, we found no operational route, and the published guidance was unchanged. Until this changes, shareholder records are the only route to identifying and verifying beneficial ownership of Cypriot companies.

How Reliable Is the Data?

In 2024, the registrar self-reported to Business Register Insights that it does not cross-check submissions against other government databases. Moreover, there are no unique identifiers for individuals, and nominee use is widespread among corporate service providers.

Registered office data is the weakest field in 2026. In September 2025, the registrar noted that official post sent to registered office and workplace addresses was not reaching the addressees. A Cypriot registered office is usually a corporate service provider's office, and clients move between providers, leaving their former agent on file. In other words, this information is not always current.

The Kyckr team also noticed that some dissolved entities – which we viewed on 11 September 2026 – didn't have officer data available in the profile, only in PDFs. We cannot confirm whether this is true across the board.

If you are reconstructing who held a seat during a particular period, the data on the entity profile may not tell you. Order the HE32 archive instead.

2026 Reforms: What Changed and What It Means

The Reform Package (Laws 155(I)/2025, 156(I)/2025 and 157(I)/2025) 

This reform package creates 64 new certificate types, bilingual, electronically sealed and carrying a QR code back to the register. None have been issued, because implementation waits on an unpublished Registrar's Notification, so the certificates you order today are the old ones. The same laws give electronic certificates the evidential weight of paper, which removes the argument for insisting on certified hard copies. Effective dates also moved: a capital reduction now dates from the court order rather than registration, and a restoration from the day the Registrar registers the application.

UBO penalties (Law 141(I)/2024)

Non-compliance draws €100 on day 1 and €50 daily, capped at €5,000, with strike-off available for persistent default. Confirmation runs from 1 October to 31 December.
